Wood inside the ferrule

Was retipping one of my cues and after removing the old tip and cleaning any remnants of glue noticed a little bit of the wood on the tenon (assume thats the Sunday Best name for the wood inside the ferrule) leaving a tiny divot .

Couple of questions...

Is this the sign that theres something more substantial wrong with the wood on the cue - going brittle?

The ferrule on my cue is what Andy Hunter refers to as a 'pigeon ring' ie a thin walled brass ferrule. Should I get the ferrule replaced to offer more protection?

I ended up just filing about a 8th" off the top to level it all off again. Was that the right thing to do or should I have filled the little divot?
